# Configure publisher and demand policies

Configure publisher protections, demand routing, and reusable commercial defaults in the Podigee Ad Server.

This task shows how to configure workspace rules in the Podigee Audio Video Ad Server. Use these rules to protect your content, control demand selection, and give Campaigns consistent commercial defaults.

The interface calls this area **Revenue and data rules**. This article covers publisher rules, demand rules, commercial terms, and the prerequisites for open-market rules. Tax, currency, privacy, and data-use rules have separate procedures.

## Before you start

You need:

* Access to **Monetization** and permission to manage revenue and data rules.
* The active review rule for **Policy governance**.
* The dates when the rules must apply.
* A legal entity before you create commercial terms.
* Published publisher rules, demand rules, seller authority, and an active demand connection before you create open-market rules.

Decide the workspace defaults before you start. Record partner-specific or Campaign-specific terms only when they are permitted exceptions to these defaults.

## Choose the correct rule type

Use these rule types for this task:

| Rule type             | Use it to control                                                                                                             |
| --------------------- | ----------------------------------------------------------------------------------------------------------------------------- |
| **Publisher rules**   | Blocked categories and domains, sensitive-category review, maximum ads per break, and clean-content fallback.                 |
| **Demand rules**      | Demand order, minimum cost per mille (CPM), provider response limit, and no-fill behavior.                                    |
| **Commercial terms**  | Currencies, billable unit, pricing model, fees, revenue shares, permitted exceptions, rounding, and precedence.               |
| **Open-market rules** | Eligible audio or video inventory, ad positions, market exclusions, price floor, demand connections, and published authority. |

Do not use commercial terms to weaken publisher protections. Eligibility and safety checks apply before commercial priority or price.

## 1. Open Revenue and data rules

1. Go to **Monetization > Monetization settings**.
2. Open **Revenue and data rules**.
3. Review the rules that are already active.
4. Select the type of rules that you want to add.

## 2. Add publisher protection rules

1. Select **Add publisher rules**.
2. Enter a clear **Rules name**.
3. Set **Active from** and **Active until**.
4. Select each category that must not run.
5. Add each blocked advertiser or buyer domain separately.
6. Choose whether sensitive categories need a human review.
7. Set **Maximum ads per break**.
8. Choose what happens when no eligible ad is available.
9. Enter the reason for the rule version.
10. Select **Save draft rules**.

Use **Keep the original content** when an empty break is safer than an unsuitable ad. Set the maximum ads per break to 0 when every covered break must keep its original content.

## 3. Add demand routing rules

1. Return to **Revenue and data rules**.
2. Select **Add demand rules**.
3. Enter the name and active window.
4. Add category or buyer exclusions when the demand boundary needs them.
5. Put each demand source in its intended position.
6. Enter the minimum CPM.
7. Select the provider response limit.
8. Select the safe outcome when no eligible ad is available.
9. Enter the reason and select **Save draft rules**.

Position 1 receives the first opportunity. Each source can appear only once. A common order is:

1. Direct-sold Campaigns.
2. Programmatic demand.
3. House Campaigns.

The minimum CPM removes demand below the accepted price. The provider response limit lets ad selection continue without delaying playback when a provider responds too slowly.

## 4. Add reusable commercial terms

1. Return to **Revenue and data rules**.
2. Select **Add commercial terms**.
3. Enter the name and active window.
4. Select the permitted currencies.
5. Select the billable unit and pricing model.
6. Add each fee in the required calculation order.
7. Set the permitted exception policy.
8. Set the maximum discount and maximum fee change.
9. Choose whether an exception needs approval.
10. Assign 100 percent of the revenue share across the listed beneficiaries.
11. Review rounding, fractional remainder, and precedence.
12. Enter the reason and select **Save draft rules**.

The fee order states which amount each fee uses. For example, a platform fee can use gross revenue before net revenue is distributed. All beneficiary shares together must equal 100 percent.

## Understand Campaign defaults and exceptions

Published commercial terms are workspace defaults and boundaries. The precedence order states which terms win when more than one source applies. A typical order is:

1. Contract terms.
2. Deal terms.
3. Campaign terms.
4. Workspace defaults.

A Campaign can use a different value only when the applicable rules permit it. For example, a bounded exception can allow a discount up to the published maximum. Podigee blocks a value outside the boundary. Podigee also requests approval when the exception rule requires it.

This gives operators useful Campaign-level control without allowing each Campaign to create an uncontrolled rate card, fee model, or revenue share.

## Review and publish the rules

Saving creates a draft. The draft has no delivery or Settlement effect.

1. Review the saved summary.
2. Select **Preview impact** when you need to compare the draft with current rules.
3. Complete the review required by your Policy governance rule.
4. Select **Confirm and publish**, **Publish rules**, or **Publish approved rules**, as shown.
5. Confirm that the status is **Active** or **Scheduled**.

For Solo confirmation, one authorized person can confirm and publish the exact draft. For Optional review, publication can proceed while an advisory review remains open. For Independent review, a different authorized teammate must approve the exact version first.

When you revise active rules, Podigee creates a new draft version. The current published version remains in control until the new version completes review and publication. A failed revision does not replace the last valid version.

## Prepare open-market rules

Create open-market rules only when the workspace has the required authority and connections.

1. Publish the publisher protection rules.
2. Publish the demand routing rules.
3. Publish seller authority for the inventory.
4. Activate at least one approved ad-demand connection.
5. Select **Add open-market rules**.
6. Choose the audio or video media and ad positions that the open market may sell.
7. Set country, category, and buyer exclusions.
8. Set the demand order, minimum price, billable unit, floor behavior, and fallback.
9. Select the approved demand connections.
10. Confirm the pinned publisher rules, demand rules, and seller authority.

The form stays unavailable when a required authority or connection is missing. Complete the named prerequisite, then open the form again.

## If Podigee blocks the rules

* **A demand source appears twice:** Give each position a different source or select **Not used**. Podigee keeps the submitted values so you can correct them.
* **The active window is missing or ends before it starts:** Enter a complete current window and save again.
* **No legal entity is available:** Create or link the Commercial account and its legal entity before you add commercial terms.
* **Revenue shares do not equal 100 percent:** Correct the beneficiary shares before you save.
* **Open-market rules are unavailable:** Publish the required publisher rules, demand rules, and seller authority. Then activate an approved demand connection.
* **A review was returned, rejected, canceled, or expired:** Revise the rules to create a new exact version. Request review again when the active review rule requires it.
* **The approved active window ended:** Revise the rules with a current window, then review and publish the new version.
* **Published rules need attention:** Delivery stays blocked for that authority. Repair the saved authority before you publish a replacement.
* **You do not have permission:** Ask a workspace administrator to manage the rules.

## Result

The workspace has active publisher protections, demand routing, and commercial defaults. New Campaign and demand work can use these governed defaults without entering the same rules again. Open-market controls can bind to the same exact authority after an approved demand connection is active.
