# Review and commit the commercial proposal

Check the exact commercial plan, complete the workspace review rule, and create the Campaign, Order, Brief, and Flights without starting ad delivery.

Review the commercial proposal in the Podigee Audio Video Ad Server before you create the Campaign workspace. The proposal brings the buyer commitment and the delivery plan into one exact version. It includes the schedule, budget, media, markets, audience, Order number, and every planned Flight.

Committing the proposal creates the Campaign, Order, Brief, and Flights. It does not publish the Campaign or start ad delivery. Inventory, capacity, creative, and launch checks remain separate.

## Prerequisites

Before you start, make sure that you have these items:

* Permission to review and commit Campaign proposals in Monetization.
* A completed commercial proposal with no unresolved decisions.
* The correct buyer, schedule, budget, currency, and Order number.
* A delivery plan for each Flight.
* A current workspace review rule.

## Check the proposal

1. Open **Monetization**.
2. Select **Campaigns**.
3. Open the proposal that is ready for review.
4. Check the Campaign name and objective.
5. Check the schedule, budget, media, markets, audience, and Order number.
6. Check every Flight in **Delivery plans**.

*Review the buyer commitment and every delivery promise before you continue.*

For each Flight, confirm these values:

| Value            | What to check                                                                      |
| ---------------- | ---------------------------------------------------------------------------------- |
| Flight and media | The Flight has the correct name and uses audio or video as agreed.                 |
| Delivery promise | The goal, billable unit, planned spend, rate, and price model match the agreement. |
| Audience         | The markets and content categories match the intended audience.                    |
| Delivery         | The pacing and frequency limit match the delivery plan.                            |

Do not continue when a value is missing or wrong. Return to the related planning step and create a correct proposal version.

## Understand the review rule

Your workspace controls how commercial review works.

| Review rule        | What happens                                                                                       |
| ------------------ | -------------------------------------------------------------------------------------------------- |
| Solo confirmation  | You confirm the exact proposal and create the Campaign workspace in one action.                    |
| Optional review    | You can ask a teammate for advice. An open optional review does not block creation.                |
| Independent review | A different authorized person must approve the exact proposal before the workspace can be created. |

A one-person operation can use Solo confirmation. It does not need to add a second person. A larger team can require independent review when its business controls need separation between the author and the approver.

## Confirm and create the workspace yourself

Use this flow when the page shows **Your confirmation is required**.

1. Check the complete proposal and every Flight.
2. Select **Confirm and create workspace**.
3. Wait until the Campaign page opens.
4. Confirm that **Commercial approval** is **Ready**.
5. Confirm that the Campaign, Order, Brief, and Flights were created.

Your confirmation applies only to the displayed proposal version. A later material change needs a new version and the review rule applies again.

## Use an optional review

Use an optional review when you want advice without stopping the Campaign setup.

1. Select **Request optional review**.
2. Add a short reason that tells the reviewer what to check.
3. Open the review when you want to see its state or feedback.
4. Continue with **Create campaign workspace** when the proposal is correct.

The optional review remains available after you create the workspace. Its pending state does not become approval evidence and does not replace your authority to commit the proposal.

## Complete an independent review

Use this flow when the page shows **Independent review is required**.

1. Select **Send for independent review**.
2. Open **Approvals**.
3. Open the Campaign commercial review.
4. Check the exact item version, review rule, expiry, reason, proposal summary, and every Flight.
5. Select **Approve** when the proposal is correct.
6. Return to the proposal.
7. Select **Create approved workspace**.

The person who created the proposal cannot act as the independent reviewer. The reviewer must have the required permission and must act before the request expires.

Short references help people identify the item without reading a full technical value. Use the copy control only when you need the complete reference for support or audit work.

## Return a proposal for changes

Return the proposal when the commercial plan can be corrected and reviewed again.

1. Open the pending review.
2. Select the affected review section when the page asks for it.
3. Enter a clear correction in **Feedback**.
4. Select **Request changes**.
5. Correct the source information.
6. Create a new proposal version.
7. Send the new version through the configured review rule.

Do not edit an approved proposal in place. The earlier version and its decision stay in the history.

## Reject or cancel a review

Select **Reject** when the proposal must not proceed. Add a reason that explains the business decision. A rejected proposal cannot be committed.

The requester can cancel a pending review when the proposal is no longer needed or has been replaced. Canceling does not approve the proposal and does not create a Campaign workspace.

## Check the committed workspace

After the commit, check these results:

* The Campaign name, objective, schedule, and commercial state are correct.
* The Order number and buyer account are correct.
* Every planned Flight exists once.
* **Commercial approval** is **Ready**.
* Inventory, reservation, creative, and launch checks show their own current states.
* No ad is live until the later launch and publication checks pass.

The commit records the commercial plan. It does not count delivery, earn revenue, or create an invoice.

## Solve common problems

| Problem                                            | Cause                                                                      | Safe action                                                                    |

| The create action is not available                 | The proposal has unresolved decisions, or you do not have permission.      | Complete the missing decisions or ask an administrator for the correct role.   |
| The proposal is waiting for review                 | The workspace requires an independent reviewer.                            | Ask a different authorized person to open the exact review and decide it.      |
| The reviewer cannot approve                        | The reviewer is not eligible, is the proposal author, or lacks permission. | Use another authorized reviewer or correct the workspace role assignment.      |
| The review expired                                 | No valid decision was recorded before the expiry time.                     | Create a current review request for the exact proposal version.                |
| Changes were requested                             | The reviewer identified a correctable issue.                               | Read the feedback, correct the source data, and create a new proposal version. |
| The proposal was rejected or canceled              | The review cannot authorize this version.                                  | Create a new proposal only when the commercial plan is valid again.            |
| A value changed after approval                     | The approved version no longer represents the intended plan.               | Create a new version and complete the review rule again.                       |
| The Campaign exists, but it is not ready to launch | Commercial approval is only one launch check.                              | Complete Inventory, capacity, creative, and publication checks.                |

## Expected result

The exact commercial proposal has the required decision. The Campaign, Order, Brief, and Flights exist as a committed workspace. Commercial approval is ready, while delivery remains off until all later launch checks pass.

Next, amend the Campaign terms or schedule when the committed plan must change.
