# Set commercial terms and delivery goals

Set the delivery goal, billable unit, rate, budget, schedule, and governed commercial terms for each Campaign Flight.

Use this procedure to record the exact delivery promise for a Campaign in the Podigee Audio Video Ad Server. Each Flight joins one delivery goal with one billable unit, measurement rule, price model, rate, budget, schedule, and Inventory package.

Keep audio and video promises separate. A qualified audio impression and a video start are different outcomes. Do not add or convert them into one delivery total.

## Prerequisites

Before you start, make sure that you have these items:

* Permission to plan and change Campaigns in Monetization.
* An authorized buyer order or brief.
* A Commercial account, brand, buyer legal entity, and seller legal entity.
* Current [commercial, publisher, and demand rules](/documentation/grow-and-monetize/monetization/configure-publisher-and-demand-policies.md).
* A published, bookable [Inventory package](/documentation/grow-and-monetize/monetization/create-and-publish-an-inventory-package.md).
* A Campaign proposal or an existing Campaign workspace.
* One authorized goal and rate for each media format.

Do not enter a budget, rate, fee, or revenue share that the authorized commercial record does not support.

## Understand the Campaign and Flight terms

The Campaign records the complete buyer order. It includes the buyer, brand, objective, order reference, total budget, currency, and authorized terms.

Each Flight records one delivery promise inside that order. A Flight includes these values:

* Media format and delivery destination.
* Inventory package.
* Primary goal and billable unit.
* Measurement contract.
* Start date and end date.
* Markets and content categories.
* Frequency, pacing, priority, and guarantee class.
* Price model, rate, and Flight budget.

The sum of the planned Flight values must fit inside the authorized Campaign budget.

## Select the delivery goal and measurement

1. Open **Monetization**.
2. Select **Campaigns**.
3. Open the Campaign.
4. Under **Delivery plans**, find the Flight that you want to change.
5. Select **Adjust flight**.
6. Confirm the **Media kind**, **Inventory package**, and **Delivery destination**.
7. Enter the **Primary goal**.
8. Select the **Billable unit**.
9. Select the matching **Measurement contract**.

The Inventory package controls which media, destinations, and measurement contracts are available. Podigee rejects a combination that the package cannot deliver or measure.

Use a billable unit that describes the promised result:

| Media and outcome        | Typical billable unit      | Typical price model |
| ------------------------ | -------------------------- | ------------------- |
| Podcast audio delivery   | Qualified audio impression | CPM                 |
| Video playback           | Video start                | CPV                 |
| Completed video playback | Completed video view       | CPCV                |

The available values depend on the selected delivery destination and measurement contract.

## Set the Flight schedule

1. Enter the **Starts at** date.
2. Enter the **Ends at** date.
3. Confirm that both dates are inside the Inventory package sales window.
4. Confirm that the dates are inside the authorized Campaign schedule.

Monetization uses the workspace time zone for workspace-level planning and reporting. The current Flight form records start and end dates. It does not add a separate Flight time zone or a time-of-day restriction.

If a Campaign has no approved daypart rule, the Flight can deliver during every eligible time inside its date range. Do not assume a morning, evening, weekday, or weekend restriction unless the reviewed Flight version shows that rule.

When a schedule uses a named time zone, keep that time zone. Do not add or subtract an hour by hand for a daylight-saving change. Confirm the displayed dates and time zone before you publish.

## Set the audience and delivery controls

1. Select every eligible **Market**.
2. Select every eligible **Content category**.
3. Enter the **Frequency cap** and **Window in days**.
4. Select the **Pacing** rule.
5. Set the **Priority**.
6. Select the **Guarantee class**.

Use the buyer brief and the active publisher rules as the source. Do not widen the audience only to make the goal easier to deliver.

## Set the price, rate, and Flight budget

1. Select the **Price model** that matches the billable unit and measurement contract.
2. Enter the **Rate** in the Campaign currency.
3. Enter the **Flight budget**.
4. Check the calculation before you save.

Use these formulas:

| Price model | Flight budget calculation                 |
| ----------- | ----------------------------------------- |
| CPM         | Goal multiplied by rate, divided by 1,000 |
| CPV         | Goal multiplied by rate                   |
| CPCV        | Goal multiplied by rate                   |

For example, an audio Flight with 750,000 qualified impressions at EUR 18 CPM has a planned value of EUR 13,500:

`750,000 × EUR 18 ÷ 1,000 = EUR 13,500`

A video Flight with 7,500 starts at EUR 0.20 CPV has a planned value of EUR 1,500:

`7,500 × EUR 0.20 = EUR 1,500`

The two Flights have a total planned value of EUR 15,000. Keep the units separate even when you add their planned monetary values.

*Keep the audio impression goal and video start goal separate. Compare their planned monetary values with the Campaign budget.*

House and makegood Flights use a zero rate and zero budget. A guaranteed commercial Flight requires a positive rate and budget.

## Apply fees and revenue share

Podigee applies the active commercial terms according to their defined precedence. These terms can include platform fees, other fees, and revenue shares. You do not enter the complete fee and revenue share structure again on every Flight.

Check the active rules in **Monetization settings** under **Revenue and data rules**. Contract terms can take precedence over deal terms, Campaign terms, and workspace defaults. A Campaign exception is valid only when the active policy permits it and the required review is complete.

## Save a new Flight version

1. Review the goal, unit, measurement contract, schedule, price model, rate, and budget.
2. Enter the **Reason for this change**.
3. Select **Save new flight version**.
4. Review the new Flight version on the Campaign page.
5. Refresh the forecast before you rely on the earlier capacity or revenue result.

Podigee keeps the previous version for evidence. The reason explains why the commercial or delivery promise changed.

## Resolve a problem safely

| Problem                                                         | Safe action                                                                                                          |
| --------------------------------------------------------------- | -------------------------------------------------------------------------------------------------------------------- |
| The budget does not match the goal and rate                     | Recalculate the planned value. Correct the goal, rate, or budget only when the authorized order supports the change. |
| The price model does not match the measurement contract         | Select the billable unit, measurement contract, and price model as one compatible set.                               |
| The Inventory package does not support the media or destination | Select a compatible published package. Do not remove the media promise without buyer authorization.                  |
| The dates are outside the Inventory sales window                | Select another package or obtain authorized dates that fit the available window.                                     |
| A market or content category is unavailable                     | Use a governed value from the selector. Do not enter an informal substitute.                                         |
| The Campaign budget is lower than the planned Flight values     | Reduce an authorized Flight goal or rate, or record a newly authorized Campaign budget.                              |
| The form requires a reason                                      | Enter the real business reason for the new version. Do not enter a placeholder.                                      |
| A fee or revenue share is wrong                                 | Correct the governing commercial terms. Do not hide the difference in the Flight rate.                               |
| A daypart restriction is required                               | Do not publish an unrestricted Flight. Record the approved schedule rule when the supported control is available.    |

Do not change a delivery goal, rate, budget, market, schedule, or commercial term only to make the form pass.

## Expected result

The Campaign contains one current Flight version for each delivery promise. Each version has a compatible media format, billable unit, measurement contract, price model, rate, budget, schedule, and Inventory package. The Campaign can now be forecast and reviewed against the authorized order.
