# Turn a buyer brief into a Campaign proposal

Enter an authorized buyer brief, review the proposed audio and video Flights, and prepare a Campaign proposal without starting delivery.

Use this procedure to turn an authorized buyer brief into a proposal in the Podigee Audio Video Ad Server. The proposal joins the buyer, objective, schedule, budget, audience, Inventory, and delivery goals in one reviewable plan.

Building a proposal does not create live delivery. No ad can run until you create the Campaign workspace, complete its launch checks, and publish the Campaign.

## Prerequisites

Before you start, make sure that you have these items:

* Permission to plan Campaigns in Monetization.
* A [Commercial account](/documentation/grow-and-monetize/monetization/create-or-link-a-commercial-account.md) with a classified brand.
* A buyer legal entity that is linked to the Commercial account.
* A seller legal entity with current seller authority.
* A published, bookable [Inventory package](/documentation/grow-and-monetize/monetization/create-and-publish-an-inventory-package.md) that covers the planned dates and media.
* An authorized buyer brief with an objective, schedule, budget, audience, order number, and commercial terms.
* A delivery goal and rate for each requested media format.

Do not confirm terms that the buyer or an authorized seller has not approved.

## Open the Campaign proposal form

1. Open **Monetization**.
2. Select **Campaigns**.
3. Select **Plan Campaign**.

The **Build campaign proposal** form opens.

## Enter the buyer and Campaign details

1. Select the **Commercial account**.
2. Select the **Brand**.
3. Select the **Buyer legal entity**.
4. Select the **Seller legal entity**.
5. Enter a clear **Campaign name**.
6. Enter the buyer's **Outcome objective**.

Keep the objective specific. State the business result that the buyer wants. Do not use this field for internal task notes.

## Enter the audience, schedule, and budget

1. Select every **Market** in which the Campaign may run.
2. Describe the intended **Audience**.
3. Enter the **Starts at** date and time.
4. Enter the **Ends at** date and time.
5. Enter the total **Budget**.
6. Confirm the **Currency**.

The Campaign dates must be inside the sales window of the selected Inventory package.

## Record the authorized order

1. Enter the buyer's **Order number**.
2. Enter the **Purchase order reference** when the buyer provided one.
3. Enter the exact **Commercial terms** that apply to this plan.
4. Select **I confirm these commercial terms are authorized** only after you verify the terms.

The confirmation applies to the exact terms in the form. Change the terms if the buyer changes the order.

## Build the initial delivery plan

1. Select **Audio**, **Video**, or both under **Desired media**.
2. Select an **Inventory package** that supports the requested media and dates.
3. Review the proposed **Audio delivery** destination when audio is selected.
4. Enter the **Audio impression goal** and **Audio CPM**.
5. Review the proposed **Video delivery** destination when video is selected.
6. Enter the **Video start goal** and **Video CPV**.
7. Select the eligible **Content categories**.

Cost per thousand impressions (CPM) is the price for 1,000 qualified audio impressions. Cost per view (CPV) is the price for one qualified video start.

Podigee calculates the planned value of each Flight. The total planned value must not be greater than the Campaign budget.

For example, this plan has a total value of EUR 12,000:

| Video  |      6,000 starts at EUR 0.20 CPV |     EUR 1,200 |

## Review the system selections

Podigee prepares useful starting values. Review every value before you build the proposal.

The form can select these values for you:

* The workspace default currency.
* The initial markets.
* Audio and video as the initial media selection.
* The first compatible bookable Inventory package.
* A compatible delivery destination and measurement rule for each selected media format.

The proposal also adds an even pacing rule, a frequency limit, and a clean-content fallback to each initial Flight. You can change these delivery rules after you create the Campaign workspace.

## Build and review the proposal

1. Select **Build Campaign proposal**.
2. Wait while Podigee prepares the proposal.
3. Select **Refresh** if the page still shows a queued state.
4. Review the Campaign name, objective, schedule, budget, media, markets, audience, and order number.
5. Check the **Live delivery** statement.
6. Check the required **Commercial review** state.

Podigee shows short proposal and version references. Use the copy action when you need the full reference. You do not need to read or type a long identifier.

## Review the proposed Flights

Review each row under **Delivery plans**. Confirm these values for every Flight:

* Media format.
* Goal and billable unit.
* Planned value, rate, and price model.
* Markets and content categories.
* Pacing, frequency, and fallback rule.

*Confirm that the proposed Flights add up to the authorized buyer brief.*

If every value is correct, the proposal is ready for confirmation. **Confirm and create workspace** creates the Campaign, order, brief, and initial Flights together. It does not publish the Campaign.

## Resolve a problem safely

| Problem                                                   | Safe action                                                                                     |
| --------------------------------------------------------- | ----------------------------------------------------------------------------------------------- |
| The Commercial account, brand, or legal entity is missing | Return to **Commercial accounts**. Create or link the missing commercial authority.             |
| No Inventory package is available                         | Create and publish an eligible Inventory package before you plan the Campaign.                  |
| The dates are outside the Inventory sales window          | Select another package or enter authorized dates that are inside its window.                    |
| A delivery destination is not compatible                  | Select a package, media format, and destination that use the same supported measurement rule.   |
| The planned value is greater than the budget              | Reduce an authorized goal or rate, or enter a newly authorized budget.                          |
| Commercial terms are not authorized                       | Do not select the confirmation. Verify the terms with the authorized party first.               |
| The proposal stays queued                                 | Select **Refresh**. If it does not complete, ask a workspace administrator to check Operations. |
| A value in the proposal is wrong                          | Do not confirm it. Return to Campaigns and build a new proposal with the corrected brief.       |

Do not change a buyer term, budget, rate, market, or delivery goal only to make the form pass. Obtain authorization for the changed value first.

## Expected result

Podigee creates an immutable Campaign proposal. The proposal contains the complete buyer promise and one proposed Flight for each selected media format. It is ready for confirmation, but no ad is published or delivered.
